What counts as a GovCon staffing firm

GovCon staffing spans the full range of program roles, cleared and non-cleared, technical and professional, on both contract and direct-hire terms. It overlaps with, but is broader than, cleared recruiting, which focuses specifically on clearance-holding candidates. One thing to keep separate: a prime contractor that recruits only for its own programs is not a third-party staffing firm. Decide whether you need contract capacity, permanent search, or an embedded team, then compare firms inside that model.

How to choose a GovCon staffing firm

The strongest firm on paper can still be the wrong firm for your contract. Ask each finalist the same questions and require examples that resemble your program:

Insight Global

A large national staffing firm with a dedicated government practice that places cleared IT and professional talent across agencies and programs.

Best fit: high-volume IT and professional staffing with a large recruiting network. Confirm: the named delivery owner, workload, submission review, and support for a smaller requirement.

TEKsystems

Part of Allegis Group, TEKsystems runs large IT and engineering staffing programs, including cleared and public-sector work, built for enterprise-scale delivery.

Best fit: large IT and public-sector programs where scale and process matter. Confirm: minimum engagement size and recent experience with your exact labor categories, clearance requirements, and agencies.

System One

A national workforce-solutions company that offers contract, contract-to-hire, direct-hire, managed staffing, and RPO. Its government practice includes federal-focused subsidiaries such as GAP Solutions and KeyLogic.

Best fit: technical and professional staffing or outsourced services for larger government programs. Confirm: whether System One or a specialist subsidiary will own delivery, and which services, labor categories, and clearances are included.

Day & Zimmermann

A long-established workforce-solutions company whose staffing operations support cleared technical and intelligence hiring for defense and intelligence-community customers.

Best fit: cleared technical and intelligence staffing for larger programs. Confirm: the exact delivery model, contract arrangement, and support for a small set of openings.

Beacon Hill

iQuasar

A GovCon-focused recruiting firm supporting DoD, DHS, NSA, and CIA contractors, with models for concurrent roles, urgent surge hiring (RapidHire, backed by a 48-hour backfill guarantee), embedded recruiting, and proposal-required positions. In one government engagement it reported delivering more than 25 candidates a week, cutting time-to-fill by 43% and cost-to-hire by 50%, filling 200-plus positions in four months, and scaling from 200 to 400-plus roles across agencies (company-reported).

Cleared talent platform and staffing

ClearanceJobs (DHI Group)

Owned by DHI Group and founded in 2002, ClearanceJobs reported 2 million registered cleared candidates in June 2026 (company-reported). DHI expanded beyond subscriptions and sourcing by acquiring AgileATS in 2025 and Point Solutions Group in March 2026. Point Solutions Group adds government staffing, technical services, federal past performance, and a Top Secret facility clearance to the broader offering.

Best fit: broad reach into the cleared GovCon community with a newly expanded path to managed staffing. Confirm: whether your proposal covers self-service sourcing, recruiting services, staffing, or a combination, who employs contract workers, and who owns day-to-day delivery.

Boutique, senior-led

BizFirst

A Northern Virginia boutique built for GovCon, running senior-led searches across cleared roles up to TS/SCI with polygraph, financial management and audit readiness, and technical and program positions for federal primes and subcontractors. A senior Client Delivery Lead who carries only three or four clients owns each engagement and reviews every submission. BizFirst publishes pricing across its models: DirectHire is contingent at 10% to 15% of first-year salary, HireSelect is a flat $3,500 single-role search, and PartnerHire is priced monthly plus a flat $1,000 placement fee. Company-reported: first qualified candidates in about three business days on PartnerHire and 94% of placements still in seat past 90 days. This is an editorial shortlist, not a scored ranking. We reviewed current public information and grouped firms by what decides a GovCon hiring decision: reach into the federal and cleared talent pools, the role and clearance requirements each addresses, delivery model, evidence of scale, engagement ownership, and pricing transparency. To be included, a company had to offer recruiting, staffing, or a clearly defined talent-delivery service to outside buyers, not merely recruit for its own programs. Public information cannot show the quality of the individual recruiter assigned to a future engagement, so buyers should verify that directly. Cleared recruiting is a subset. GovCon staffing covers the full range of program roles, cleared and non-cleared, technical and professional, while cleared recruiting focuses specifically on candidates who hold or can hold a security clearance. Most GovCon programs need both.
Contract, direct-hire, or embedded, which fits a GovCon program?
Contract staffing fits a program surge or a role tied to a period of performance. Direct-hire fits permanent positions. Embedded recruiting fits a sustained ramp where you want a team building your pipeline over months. Many firms offer more than one.
How fast can a GovCon firm deliver cleared candidates?
Some firms submit within a few business days when they have the right network, but clearance, access, location, compensation, and program fit narrow the pool. No provider controls candidate availability or government processing. Ask for evidence-based timing and clear assumptions rather than a guaranteed start date.
How is GovCon staffing priced?
Contract staffing is usually a bill rate with a markup; direct-hire is usually a percentage of first-year salary; a few firms use flat fees. Most do not publish pricing. A firm that publishes or clearly explains its model is easier to compare and budget.
