BizFirst publishes this guide and is one of the firms in it. We compare it on the same terms as everyone else and state where it is not the right fit. Company-reported figures are labeled. See our methodology.

The short version. Winning federal work creates two hiring problems most recruiting firms are not built for. Before the award, you may need named or contingent key personnel lined up on the proposal’s timeline. This is “proposal recruiting,” and it means recruiting the people a bid requires, not hiring proposal writers. After the award, you need a delivery team stood up fast, often across many requisitions, against a start date the government sets. These are different jobs. This guide groups firms by which one they actually do, so you can shortlist by your situation instead of a made-up ranking.

Firms for pre-award and capture

iQuasar (does both)

A Sterling, Virginia GovCon specialist of more than two decades, and one of the few firms that genuinely does capture and post-award surge. It runs productized cleared recruiting (RecruitPro, a RapidHire model with a company-reported 48-hour backfill, Recruiter-as-a-Service) and GovBid Recruit, which it markets for roles required as part of proposal submissions. It publishes a broad clearance menu (Public Trust, Secret, TS, TS/SCI, DOE Q and L, CI and full-scope polygraphs) and a case study of 25 positions filled during a 30-day post-award transition (company-reported).

Strengths: real coverage of both the bid phase and the surge, with unusually broad published clearance handling. Limitation: a boutique, so a single multi-hundred-seat nationwide ramp can stretch it more than an enterprise shop. Note: we did not find public confirmation that iQuasar itself holds specific GSA or SEWP vehicles, so confirm vehicle access directly if it matters.

Beacon Hill Government (does both)

The federal division of Beacon Hill Staffing Group, with a Washington DC presence. It is one of the few generalists that names capture management and proposal support alongside contract and surge staffing. Company-reported: cleared delivery in 48 to 72 hours and a pool of more than 500,000 active cleared resources. It does not itemize specific clearance levels.

Strengths: the rare combination of proposal and capture support with rapid cleared delivery, backed by national scale. Limitation: a broad division inside a large firm, so a narrow single-skill cleared surge may move faster with a specialist, and clearance-level detail is not published.

UA Solutions (pre-award focused, small)

A small firm that pairs proposal development and capture support with cleared staffing, aimed squarely at 8(a), SDVOSB, HUBZone, and GSA Schedule holders. Company-reported: proposals in 7 to 10 days, cleared roles filled in an average of 26 days, and up to a 30% increase in win rates. It does not publish specific clearance levels, so treat clearance depth as unconfirmed.

Strengths: bundles the bid and the staffing for small and set-aside businesses at the moment they are most stretched. Limitation: a small firm without the depth or redundancy of a large staffing shop, and its clearance-level capability is not published.

Firms for post-award ramps and surges

Insight Global

A large national staffing firm with a federal practice and a US top-secret-cleared facility. Its published strength is post-award volume: it states it can deploy qualified teams within 24 to 48 hours and reports more than 1,800 cleared placements across the federal government in 2024 (company-reported). Proposal-phase capture is not a marketed offering.

Strengths: a deep bench and national office network for fast, high-volume ramps. Limitation: if your win depends on named key personnel in a proposal, look to a capture specialist.

GDH

An independent firm founded in 2001 with national delivery, staffing, RPO, and contract-to-hire. Its government case study reports more than 200 positions filled in about four months, 25-plus candidates per week, and a 43% time-to-fill reduction, with TS, TS/SCI, and full-scope-polygraph experience (company-reported). We found no published proposal-phase offering, so it is a post-award and sustained-ramp pick, not a bid-window one.

Strengths: strong high-volume cleared and IT surges, with a real RPO practice for sustained ramps. Limitation: not the choice when you need pre-award key-personnel commitments.

GAP Solutions (a System One company)

A federal firm founded in 1999, part of the large staffing company System One, which stands up new programs and surges by drawing on its parent’s recruiter network (System One describes itself as one of the largest US recruiting firms). Specific clearance levels and vehicles are not published on the pages we reviewed.

Strengths: a deep parent recruiter bench for program stand-up and surge. Limitation: because GAP is itself a prime contractor, some buyers will see it as a potential teammate or competitor rather than a neutral supplier.

Sparks Group

A DC-area firm with more than 20 years supporting federal, state, and local government and contractors, including DoD, DHS, DOJ, and Intelligence Community programs. It publishes clearance handling (Secret, Top Secret, TS/SCI, and polygraph), markets scaling hiring after contract awards, and reports a database of thousands of cleared professionals (company-reported).

Strengths: genuine DC-market depth with explicit clearance-level handling for regional surges. Limitation: a footprint concentrated in the DC and Mid-Atlantic region, with less evidence of nationwide multi-hundred-seat surges than enterprise peers.

Day and Zimmermann

The workforce-staffing division of a large, long-established private company, based in the National Capital Region with staffing experience across many states and overseas. It publishes clearance handling (Secret, Top Secret, TS/SCI, and counterintelligence and lifestyle polygraphs) and focuses on cleared technical and intelligence roles. No proposal-capture offering is published.

Strengths: deep for cleared engineering and intelligence roles, with prime and subcontractor experience. Limitation: no bid-phase capture, and not built for fast commercial-IT surges.

TEKsystems

A subsidiary of Allegis Group with a large public-sector IT practice serving many federal agencies. It publishes clearance handling (Secret, Top Secret, TS/SCI) and reports roughly $700M in annual public-sector revenue (company-reported). It markets flexible delivery to scale teams but publishes no named surge model and no bid-phase capture.

Strengths: enterprise scale and mature delivery for large IT ramps and modernization work. Limitation: IT-centric, with nothing published on capture and no named surge model.

Where BizFirst fits

BizFirst is a Northern Virginia firm built for senior-led pre-award positioning and post-award ramps at boutique scale. A senior Client Delivery Lead owns alignment, oversight, and quality on each engagement and reviews every submission before it reaches you, while experienced recruiters matched to the role handle sourcing and screening; the Delivery Lead carries a deliberately light load of three to four clients. It recruits across Public Trust, Secret, Top Secret, and TS/SCI, including polygraph, identifies key personnel and lines up contingent offers before award, maps labor categories to vehicles, and supports 30/60/90-day ramps.

Pricing is published: DirectHire is a contingent placement fee of 10 to 15% of salary with a 90-day replacement guarantee, and PartnerHire is a flat monthly fee per dedicated recruiter plus $1,000 per placement, never a percentage of salary. BizFirst reports 94% of placements still in seat past 90 days, and its GovCon page states typical time-to-offer ranges of 21 to 30 days for non-cleared roles and 30 to 45 days for cleared roles, with clearance transfer or adjudication adding government time (all company-reported, not guarantees).

Limitation, plainly: BizFirst is a boutique. It is not built for the largest nationwide, multi-hundred-seat surges or the biggest recruiter benches. For those, the enterprise firms above fit better.

What we looked at

We did not calculate scores. We grouped and described firms using the factors that decide this buyer’s problem: pre-award and capture capability, post-award ramp capability, clearance and contract-vehicle fluency, published speed and how expectations are set, ability to scale up and down, comparable results weighted by how verifiable they are, and whether a firm works cleanly as a supplier versus a potential competitor. To be included, a firm had to sell recruiting or staffing to others, show a real federal practice, and evidence pre-award recruiting, post-award ramp capability, or both. We excluded software tools and companies that only staff their own contracts. We do not measure any individual recruiter, any specific search, or fees we cannot verify.

FAQs

What is "proposal recruiting," exactly?
Recruiting the people a bid requires (named or contingent key personnel) on the proposal's timeline, before award. It is not hiring someone to write the proposal.
Can any firm guarantee cleared people by my start date?
No. Adjudication is the government's timeline. A good partner builds the pipeline early and sets honest expectations rather than promising a date it cannot control.
Should I use the same firm for the bid and the ramp?
It can help, because the capture pipeline feeds the ramp, but only if the firm is genuinely good at both. Do not stretch a capture specialist into a surge it cannot staff.
How do I compare firms that will not publish fees?
Ask each for the fee model, what it includes, what falls outside it, and the guarantee triggers, in writing. Then compare those, not just the headline rate.
