The short version. Recruitment process outsourcing (RPO) means handing some or all of your recruiting to an outside team that works as an extension of your company, usually for a monthly fee rather than a per-hire cut. It fits when you have steady hiring but do not want to build a large internal recruiting team. The catch: most RPO firms are built for the enterprise, and their models can be a poor fit for a smaller company. This guide separates the providers genuinely built for small and mid-sized businesses from the enterprise names, so you can compare like with like.

What counts as RPO (and what does not)

RPO is ongoing recruiting capacity that works as part of your team, priced as a monthly engagement. Two things get mislabeled as RPO and are not: retained executive search firms and traditional staffing agencies that charge per search or per placement. Those may be exactly what you want, but they are a different purchase. Compare like with like.

Built for SMB and the mid-market

Hueman RPO

Part of Hueman People Solutions, a national RPO that states plainly it has no rigid annual or per-project minimums and scales for local, regional, or national needs, and works inside the client’s ATS. Company-reported: a 30% reduction in time-to-fill, four times the candidates of internal teams, and more than 80,000 hires annually on average across its partners.

Strengths: one of the clearest SMB-friendly models, with the flexibility to run the whole function or work alongside your team. Limitation: a heavy healthcare heritage, so a niche tech or engineering scale-up may prefer a tech-specialist embedded firm.

Hire Velocity

An RPO with several models, whose on-demand offering is unusually transparent about flexibility: turn it on or off monthly with no extra fees, ramp up or down on short notice, and keep control of hiring decisions and candidate data. It publishes aggregate performance numbers and client examples such as 15 hires in 18 days (company-reported).

Strengths: the clearest published on-and-off flexibility here, which fits SMBs with uneven hiring. Limitation: its broader marketing leans enterprise, so make sure you are buying the on-demand model if flexibility is the point.

Talentful

An embedded recruitment firm that places talent specialists inside the client team, with explicit segments for startups and scale-ups and a New York office alongside its UK base. It flexes team size with demand.

Strengths: purpose-built for high-growth tech hiring, with recruiters who operate as part of your team. Limitation: tech-sector and UK-rooted, and not aimed at high-volume hourly or industrial hiring or non-tech SMBs.

Kinetix

An Atlanta firm founded in 2004, positioned around growth companies from startups to the Fortune 500, offering full RPO, recruitment-as-a-service, and direct-hire staffing. Company-reported: it has helped fill tens of thousands of positions across industries.

Strengths: a good fit for growth-stage companies that want an outsourced recruiting engine without enterprise overhead. Limitation: smaller than the national RPOs, and not built for global or multi-country volume programs.

Pierpoint International

A global, certified minority-owned RPO recognized by HRO Today as a top midsize-deal provider for several consecutive years (number 8 in the 2024 Baker’s Dozen). Its industry focus leans technology and life sciences.

Strengths: genuine mid-market credibility with independent recognition, and the ability to embed recruiters or run full programs. Limitation: global in orientation and tech and life-sciences leaning, so a purely local, low-volume employer may find a lighter-touch domestic firm simpler. We could not confirm from its own pages some specifics sometimes attributed to it (a stated headquarters, an explicit “startups to IPO” segment, or named ATS and SLA dashboards), so confirm those directly if they matter.

GDH

An independent firm founded in 2001 with national delivery and a full-lifecycle RPO practice added in 2017, offering short, medium, or long-term capacity for IT, engineering, and government hiring. Company-reported: an 85% Net Promoter Score, repeated Best of Staffing recognition, and a client case citing a 43% reduction in time-to-fill.

Strengths: strong for IT and engineering hiring, including government and cleared work, with flexible integration into existing processes. Limitation: IT, engineering, and government leaning, so non-technical SMB hiring is not its focus.

Advanced RPO

A brand of the Advanced Group, focused on mid-size and enterprise organizations, with strength in manufacturing, skilled trades, and high-volume hourly hiring. It reports 95% hiring-manager and candidate satisfaction (self-reported) and holds third-party recognition from NelsonHall and Everest Group in 2025.

Strengths: strong for mid-market volume and industrial or skilled-trades hiring, with flexible project and hybrid engagements. Limitation: mid-market and up, so a ten-person startup wanting one embedded recruiter month-to-month is below its sweet spot.

BizFirst (PartnerHire)

A Northern Virginia firm whose PartnerHire model embeds a dedicated recruiter backed by a senior Client Delivery Lead who carries three or four clients, owns alignment, oversight, and quality, and reviews every submission. Unusually for this market, it publishes its pricing: PartnerHire Core starts at $8,500 per month per dedicated recruiter (additional recruiters $7,000 each, a part-time shared recruiter from $5,000) plus a flat $1,000 per placement, and PartnerHire Complete, which runs the whole function, starts at $18,000 per month, never a percentage of salary. Engagements are month-to-month, with multi-recruiter teams starting on a three-month initial term. Company-reported: first submissions in about three business days and 94% of placements still in seat past 90 days. Strengths: senior oversight on every engagement and published, flat-fee pricing, which almost no RPO firm offers, so a smaller company can compare cost up front instead of negotiating in the dark. Limitation: BizFirst is a boutique. It is not built for enterprise or global multi-country RPO programs or high-volume hourly and industrial hiring, and it leans toward technical, professional, and GovCon roles.

What we looked at

We did not calculate scores. We grouped and described firms using the factors that decide this buyer’s problem: whether the firm genuinely serves smaller organizations, whether it can run the whole function or supplement your team, how flexibly it ramps up and down, who leads the engagement and stands behind quality, whether it works in your systems and reports well, how transparent its pricing is, and evidence weighted by how verifiable it is. To be included, a firm had to offer a real RPO or embedded-recruiting model, not just staffing or executive search. We do not measure any individual recruiter or engagement, or fees we cannot verify.

FAQs

When does RPO make more sense than a contingent recruiter?
When your hiring is steady enough that a monthly partner costs less than a string of per-hire fees, and when you want a team that learns your company rather than transacting one role at a time.
Do I have to outsource all of my recruiting?
No. Most firms here offer project or hybrid models where they take specific roles or supplement your internal team. You can start small.
Why is RPO pricing so hard to compare?
Because most firms do not publish it. You usually have to get on a call to learn the model. A firm that publishes or clearly explains its pricing is easier to compare and tends to be more predictable, though published pricing alone does not guarantee a better outcome.
Is an enterprise RPO ever right for a smaller company?
Occasionally, if you expect to scale fast or need global reach soon. Most smaller companies are better served by a firm built for their size.
